Selection is governed by Regulation (EU) 2024/1620. Circular CSSF 26/914 of 25 June 2026 is the Luxembourg step that precedes it: the identification of entities eligible for consideration against the article 12(1) criteria. Eligibility is not selection, and the distinction is the whole of the sentence this lesson asks you to be able to say.
