Inside a sanction procedure
An administrative procedure rather than a trial, which moves the decisive moment to the written exchange before the decision, and puts it early.
- The video of every lesson, and the word-for-word transcript beside it
- Every claim linked to its primary source, with a source register per lesson
- An assessment for each of the 6 modules, and an end-of-course assessment
- A printable certificate carrying your name, the date and the content version
- The downloadable artefacts and one page references for this course
Expensing it? The invoice can be made out to your firm, with its VAT number and your purchase order reference. Buying for several people: seats for a team.
The narrated video runs about 45 minutes across the 18 lessons. That is short on purpose: no filler and no reading out of the law, with the work in the transcripts, the sources, the assessments and the artefacts.
Module 5. After the letter
What a response to an observation letter actually contains and why the remediation dates you set become commitments, what happens inside a sanction procedure that no circular describes, and how far your file travels once professional secrecy has opened one of its gateways. Lesson 5.1, answering an observation letter. Lesson 5.2, inside a sanction procedure. Lesson 5.3, cooperation, secrecy and the supervisors you never see.
Every instrument this lesson is built from, linked to its official text
Article 53(4) of the Law of 5 April 1993 is the duty to state reasons, which is what makes the written exchange the decisive moment. Article 63 is the scale and article 63-4 lists the factors taken into account in setting a penalty. What cooperation, self detection and remediation during the procedure do to an outcome is recorded in the published decisions rather than in any circular, and the JTC Luxembourg decision of July 2025 is the one that records self detection expressly.
